Xiyi Tang， obtained a degree in politics from the Xi’an Institute of Political Science， and certification at level 1 in Fundamentals of Life and Health Insurance from the Life Office Management Associationand， and a degree in economic management from the Heilongjiang Chinese Communist Party School. Mr. Tang served in the People’s Liberation Army of the PRC from 1974 to 1986， rising to the rank of management section chief.
